BioAngeline Featherstrife was originally a character in a story writen by mistress_carrot. However, as is usually the case with most projects mistress_carrot undertakes, she lost interest and the story went away.
Now Angeline is a case of a good character gone wrong. She occasionally pops out of mistress_carrot's brain and comments on her life. It's possibly a case of multiple personnalities, although it's more likely that mistress_carrot feels she can be more frank here than on her own livejournal.
